Dear Sirs,
Ombudsman for Children’s Rights in the Russian Federation, Pavel Astakhov, has presented the target programme for the whole of Russia under the name of “Russia without Orphans” for the years 2013-2020.
We quote his words: “The contemporary society has not been adequately informed about the programme, which consequently stirs up a dispute.”
Response: Russia combats juvenile mechanisms after the experience has shown that just as in the West their aim is the trafficking of children. Their integral part is the system of so-called business foster families which should serve as an interchange station for children removed from their parents. After the bitter experience of so-called international adoption, Russia managed to ban the sale of children to the U.S. and to expel UNICEF, which was the main initiator of child trafficking. This raised great hopes of abolishing the cruel system of juvenile justice in Russia. However, at a summit in Kiev organized by the Alliance “Ukraine without Orphans” church leaders, mostly Protestant pastors, came out against the emergency measures of Russia. And what is more, they hypocritically prayed with representatives of the Alliance “Russia without Orphans” for relegalization of international adoption of children from Russia.
The latest appalling example from the U.S.: In Texas, a foster mother tortured to death a three-year-old Maxim Kuzmin. He and his younger brother were placed in a foster family on 23 October 2012. Maxim was killed on 21 January 2013. Russian authorities mostly learn about the deaths of Russian children from the newspaper, because the U.S. State Department refuses to notify Russia of these deaths. The natural mother of the two boys pleads with the authorities to have at least the younger son who is still alive returned to her, and to re-obtain her parental rights. This tragic case is one of the many bitter fruits of juvenile justice.
Juvenile justice crimes are disguised with positive terms such as “prevention of social orphanhood”, “prioritization of family forms for orphans”…
Quotation: “Write, criticize, start to do something, and not just throw mud at each other. I am for openness.”
Response: The Alliance “Russia without Orphans” is linked to the Alliance “World without Orphans”. It is a UNICEF mechanism for establishing the juvenile justice system in the individual states by covert means. Dissolution of orphanages is a manoeuvre for launching the programme of business foster families for children stolen from their families. This is no proper adoption but a business with children. To reveal the truth means to throw mud.
On 6-7 February 2013, the Alliance “Ukraine without Orphans” headed by Pastor Malyuta organized a summit for pastors of Ukraine, Russia and Belarus. The summit was also attended by the Alliance “Russia without Orphans”. The summit was focused on promotion of the juvenile system of pseudo foster families. Protestant pastors are planning to manipulate the Russian public in the same way in Moscow in March this year.
If Mr Astakhov had a genuine interest in children and their future, he would make every effort to ban the system of business foster families in Russia. There are shocking statistics from the West about this supremely cruel mechanism. E.g. in Norway, with a population of 5 million, an average of 59 children removed from their family commit suicide every year. On the basis of the UN Convention on the Rights of the Child, in 2012 all parents in Norway were deprived of their parental rights by law. 33 children are torn from their desperate parents by juvenile workers every day. In Finland, one can hear of a family tragedy almost every week. The father of the family shoots his children, wife and finally himself in despair when juvenile workers try to break into the house to steal their children. Television in Finland constantly broadcasts a search for children who, after being stolen from their parents, flee and seek their beloved mom. In France in 2008, juvenile justice authorities stole 110,000 children. Statistics on how many mothers ended up in a mental hospital or committed suicide are classified. In the majority of cases (90%), the reason for removal of the child is so-called stifling love. An example is the Russian actress N. Zakharova. Even the intervention of President Putin and French President failed. For 15 years, since the age of three, the child has been shunted between various foster families and boarding schools. A meeting with the mother is forbidden under penalty. This is the criminal juvenile justice system.
The category of families living in difficult conditions includes:
– single-parent families (divorced parents, unmarried parents, single mothers…)
– large families (with more than two children)
– families with handicapped children
– underprivileged families
– families with addiction problems (internet, TV, alcohol…)
– families affected by parental neglect (this is artificial characteristics – it means, for example, that a child is without parental supervision for half an hour, which is called “leaving a child unsupervised”…).
Another category of families regarded as candidates for removal of children includes those accused of so-called “family violence”. Children are being manipulated to call the hotline and accuse their parents of alleged psychological, economic or physical violence. Basically any command or prohibition by the parents in the process of upbringing is qualified by juvenile workers as violence.
Many children are stolen for no reason at all. They are said to be removed only temporarily; in the meantime, however, juvenile services fabricate accusation and the parents are deprived of their children permanently.
Business foster families, whose establishment is advocated by “Russia without Orphans”, cynically receive a child only for a period of time with the view to profit. The child is traumatized by a longing for parents. Pseudo foster families, especially in the West, are often homosexuals, paedophiles or psychopaths. It is devastation and satanization of defenceless children. The fact that in the first stage foster families do not yet receive children stolen from their families but children from orphanages is a psychological manoeuvre to disguise the true reason for the existence of this cruel system.
It is absurd and naive to think that this system in Russia will yield better fruit than in the West. Juvenile justice everywhere is based on the same conventions.

Response: Foster parents in USA and other Western countries are required to attend psychological courses. They are instructed in therapies and given practical training. Example:
Rebirthing therapy: The child is wrapped in a carpet for two hours a day over a period of 8-10 weeks. It is exposed to physical pressure, which is supposed to simulate its new birth into the pseudo foster family. This is child abuse. It is an occult practice associated with Hindu mythology and theory of reincarnation. Several children died during this therapy.
Attachment therapy: The child is fastened and forced to repeat aggressive threats until it foams at the mouth. These drastic methods are falsely justified by the fact that children have a negative core in themselves and hate their foster parents. In the words of sadistic psychologists, without these therapies children would become serial killers. However, the effect is very likely to be quite the opposite.
Hunger therapy: Children are tormented with hunger and can eat or drink nothing except what they are given by their pseudo foster parents trained by so-called professional psychologists. A four-year-old girl who took some mineral water by herself was punished in such way that her foster parents – tyrants – made her drink 2 litres of cold water. The result – the child died. A hungry little boy was often given a beating, closed in a basement and fed a mixture of uncooked beans and barley. In the aftermath, he died.
Psychotropic therapy: Many children sold to America, aged two and over, take strong psychotropic drugs daily, some even ten different pills a day. Such drugs are usually prescribed to adult schizophrenics (Effexor, Risperdal, Dexadrin, Phenobarbital, Xanax, Prozac, chloral hydrate …). It has often been the case that this therapy caused death, yet in any case it always causes mental disorder. This is then the reason that these children are included in the category of children with special needs and their owners receive an abnormal amount of money, up to ten thousand dollars a month. The pseudo foster families get the drugs for free. These handicapped children become a reservoir of organs.
Statistics on the use of psychotropic drugs:
12% of children in business foster care under the age of five are on psychotropic medication,
55% at the age of six to twelve,
67% at the age of thirteen to seventeen;
73% take different kinds of medicine.
As for “…systematic inspection of interstate adoption procedures”, the reports on the abuse of Russian children in the U.S. that have been released to the public are only a faint picture of what is happening to the children sold. Some of these children have been killed by sadistic psychopaths. Some have been placed in so-called ranches for kids after their pseudo foster parents got tired of them. Out of 1260 children sold from Russia to Italy the police have found only five. Former Interior Minister of Italy R. Maroni confirmed that those children had been sold for organs.
No inspection returned those children to life.
Dear Sirs, You were instrumental in adopting Dima Yakovlev Law. Take further measures. Prohibit, if possible, the conference “Russia without Orphans” scheduled for 22-23 March 2013 in Moscow. Dissolve this organization as such as it is harmful to Russian children. The network of ombudsmen in all states embodies the UN ideology whose goal is the reduction of mankind. The most effective means of reduction is juvenile justice mechanisms establishing the system of business foster families. We propose that the office of Children’s Ombudsman in Russia should be cancelled as a precedent for other countries.
